Born in Rize, Aytaç Yüksel completed his primary and secondary education in Rize and graduated from Marmara University Faculty of Law. Yüksel, who started his career as a lawyer in Istanbul, has conducted many cases in the fields of Criminal Law, Energy Law and EU Law between 2013-2018 and has conducted academic studies in these fields. He received his master's degree from Istanbul Kültür University Department of Public Law.

In 2018, hhe was appointed as Minister's Advisor to the Ministry of Environment, Urbanization and Climate Change and served as Legal Advisor, Head of Legislation and Legal Affairs Department and Head of Environmental Law Department in the same ministry, respectively.

He served as the Director General of European Union and Foreign Relations between 2021-2023, and also served as the President of the Turkish Football Federation Professional Football Disciplinary Board between 2019-2023.

Aytaç Yüksel, a member of the International Bar Association (IBA) and Ankara Bar Association No. 2, was appointed as the Head of Guidance and Inspection of the Ministry of Environment, Urbanization and Climate Change by the Presidential Decree No. 215 dated July 17, 2024.

He is married and has a daughter.
